Ny Tanintsika successfully realised a project to facilitate the acquisition of ID cards and birth certificates in remote rural areas of SE Madagascar, with the aim of improving access to education, work and land for the most vulnerable.

Thanks to funding from the Canada Fund for Local Initiatives (CFLI), 1,902 people (1,002 women and 900 men) benefitted from this initiative, that targeted three rural municipalities of Ikongo District – Tolongoina, Ambinanitromby and Maromiandra.

After months of preparation, 1,902 ID cards and 1,660 birth certificates were issued in February 2020 in collaboration with state officials including the Ikongo District, Ikongo District Courts, Ikongo District Health Authorities, local administrators and mayors, and all neighbourhood chiefs in the three areas. The recipients were delighted with their new identity documents because they now know their importance.

Part of the success of Ny Tanintsika’s ID & birth certificate project was due to the active cooperation of local authorities who knew that many of their citizens lacked these essential documents – especially those who live far away from the mayor’s office or health centre.

They were mobilised in awareness-raising and the population census in the run-up to the campaign – Highlighting the need for these documents in order to enjoy the basic rights of access to education and work, ability to travel, vote or buy land, and peace of mind. Lack of them is a fundamental cause of social insecurity and poor living conditions, and especially the loss of citizenship-related rights.
All estimations indicate that the low rate of acquisition of identity documents is a generalised problem to all the other municipalities of Ikongo district, and further afield.

We urge the generosity of the Government to pay special attention to this problem and to facilitate access to birth certificates and National ID cards, particularly for the most remote and disadvantaged communities.
